There are no hard and fast rules that I am aware of, there is an

Basically, there is no right or wrong answer and it depends on many factors
(like latency sensitivity etc). One thing to also bear in mind is the
resilience of any upstream providers that you choose as if you have
resilience in your DCs but your primary upstream only has London presence
then it's pretty self-defeating.
