I have assisted in several purchases of IPv4 space for customers in the last 12 months. I have come to a couple of conclusions:

1) There are a lot of people who seem to be saying "we have this space for sale" but aren't actually that keen on even responding to queries. It appears that their idea of market value is somewhat inflated, and are only really interested in selling if you offer a very high price.

2) If you really want to do this, speak to a broker. I can recommend Sandra at IPv4 Market Group (sponsor of UKNOF meetings, but I have no other affiliation with them).

Pricing-wise, I'd guess that you're looking a bit higher than that now. I was taking to someone recently about a /17 in the $15/address ballpark; but if you can deal at £10/address then go for it!

If you want something a bit special, eg: legacy space, you will pay an additional premium too.

Inter-RIR transfers (have done one of these this year) Just Work (tm), so don't worry about dealing with space coming in from other regions.
