Hello

The University of Leeds got caught up with this a little while back, I was told 
to email :

'[email protected]'

This email was to include the ISP name and CIDR block concerned.

In our case the blocking stopped after a day or so, but I never got any 
response from Netflix. I was told they were too busy to respond ☺
