We've had to sort out such sparkies botched attempts at data cabling many times.

Most extreme example I have seen was where they hadn't even used a krone tool and simply pushed the wires into the back of the modules with a screwdriver. You are right about the cable quality too, you absolutely get what you pay for!

IME, office fit-out companies should be kept away from cabling of all
kind, let alone contracts with important suppliers.
Insist on brining in your own cabling specialists who will know the
difference between low and high grade cables, and be able to test and
certify everything.

Chances are your office fitters will subcontract it all, maybe to an
average electrician, charge a hefty markup and you'll not get what you
want.
