As it happens I was in Germany this week, in a remote-ish location and I roamed onto Vodafone in Germany. All fine until Wednesday morning, when this got cut off, and no more roaming by EE in Germany for me...
I suspect it is a result of this "commercial" dispute as well to be polite. Waiting to see what is going to happen with Brexit (to open another can of worms).
