I was under the impression that the mobile networks all allow a powered up 
phone to call 112 or 999 even if there is no SIM card in there. Is that not the 
case?

I understand that people who needed an ambulance and only had a phone tied to 
3, might not have tried to make a call, but in the event that they did try, I 
had assumed that it would have been routed by some other network.
