If you've a constant number of IPs in a growing company, that means revenue per IP must continuously grow - you can't just expand your business by doing more of what you do now, you have to change what you do to make your use of IP space more valuable. Otherwise you'll eventually become worth buying by someone who can reuse your space to do something more valuable.
