i’m not mark, but a place where you can ask where there _are_ network operators from tanzania present, and who could give you an authoritative answer is the afnog mailing list (https://afnog.org/mailinglist.php). depending on how formal an answer you want, a good resource to question additionally, is the tanzania isp assocation (https://www.tispa.or.tz).

ttbomk, prices are not controlled by govt. of course cable companies control prices invariably, based on their idiosyncratic charging rates, but if you’re asking if there’s collusion to keep prices fixed at a particular dollar value, that answer is no.
