finding a Java PDF viewer is possible but difficult. (Google dug up 2 commercial
Java viewers.) You must be aware, that PDF is a complex format with many 
subtleties
that make it very hard to develop a complete viewer, and that PDF evolves 
constantly.)

Perhaps our JPublisher (www.jpublisher.com) can help you. It is a (commercial) PDF generator similar to Itext. (But with a number of additions like an interactive designer)
Jpublisher has an intermediate format that we use to generate the PDF from.
We also have a viewer, that can be used on the client side.
It has a low footprint and because it is our own format we can guarantee, that 
the viewer
supports the format reliably.
(Compared to PDF it has some limitations: no gradient paint, transparency or 
prepress support,
on the other hand it has advantages like page by page data transfer)
