In my opinion posting on the dev list is better.
 
Then when we create a JIRA issue, we can include a snippet that demos the bug in the JIRA issue.
 
Also, on dev list other developers can also see what is going on.

A related question: What is the best way to post issues? We posted them only into Jira because for us they were clearly bugs not needing any further discussion on the dev list. We only used the dev list for questions when not being sure whether something was a bug or an error on our side.
Should we always post them to the dev list first?
