Hmm when you launch a webpage in the browser, there is no traffic between ULC 
and UI component, but only between client machine (where UI components reside) 
and corresponding web server (that may be a machine completely different from 
the machine that is serving the (ULC) application... i.m.h.o. this is a problem 
about launching a web site from a (client) machine, completely outside the 
scope of the rest of the inner workings of ULC...
Another idea which you might explore is, using SOAP to launch your webpage, we 
use it here to launch legacy Oracle reports from within our application...
