You need to put the ulc-deployment-key.jar file in the class path of your ULC application servlet along with the other ULC server side jars, e.g. in the dir "webapps/<your ulc app servlet name>/WEB-INF/lib". You will find ulc-deployment-key.jar in the dir "<ulc install dir>/license".
