They are! ... and this problem is exactly the same in Eclipse than in
Ulipad!

Many programs, even the best ones (I include Ulipad in this category),
have shortcuts that cannot be used by all the users. Using WinXp with
a French keyboard (my case), to comment/uncomment you can access "Ctrl
+/" but you can't access "Ctrl+\" because "\" is "AltGr+_" on a French
keyboard. Surely some users in other countries have similar problems
with a few other shortcuts that a French keyboard can access easily.
The keyboards are so numerous that it's better to use only the
functions keys Fx, the navigation keys, and the ascii letters (with of
course various combinations of Ctrl, Alt and Shift) in an
international program because these patterns can be accessed directly
on most of existing keyboard configurations. Direct access to symbols
and numbers is very variable according to the countries. If a symbol
must be accessed by a key combination, adding a new combination using
this symbol as shortcut doesn't work. Going back to the previous
example: if the Win French keyboard driver sees "AltGr+_" as "\", it
won't see "Ctrl+AltGr+_" as "Ctrl+\" and so on. The result of such
shortcuts is very uncertain and variable according to the localization
of the keyboard of the user...

Maybe a way exists to turn around that but I don't know it. Without
changing the shortcuts, the easiest way for the user to turn around
such broken shortcuts without having to open a menu is the toolbar.
The best is of course to let the user be able to configure himself his
toolbar to include only the buttons really useful for him (too much
buttons is not good is a possibility of managing them is not present).
