1. 用notepad 保存一个 utf-8 的文件
2. 用ulipad 打开，再保存

3. 仔细分析用notepad 保存的utf-8文件 和ulipad 保存的文件，发现ulipad 自动把
前面的
字符为：65279 的声明字符去掉了。 这，导致在有些运行环境下 会报 Non-ASCII
character 的错误。
