I could not reproduce this.
I've added the line to a new file and tried the "Trim Trailing Whitespace"
action
from the Edit/Format menu, both with two extra spaces and without any.
Also, I've tried it using the UTF-8 encoding and ISO-8859-1.
What encoding have you used?
Is it reproducible still for you?
(I've tried using SVN trunk, r519)
