New issue 262 by sproaty: Make syntax preference dialog resizable

What steps will reproduce the problem?
1. Open the menu Document -> Syntax preferences
2. Dialog is cramped, buttons are mashed together and you can't resize it.

What is the expected output? What do you see instead?
What version of the product are you using? On what operating system?
0.4 linux GTK, python 2.6 wx 2.8.10.1
