There are ways to resize existing partitions ... I defer to others on this list who have actually used them.

If you reinstall, you might consider just putting everything (inc. /home) on one big partition. I used to split up my system into partitions but lately I've been thinking it's not all that crucial, unless you have a specific reason to do it that way.
