Well, the "frills" I really care about are probably some clipboard functionality (beyond the "selection" function built into X), a menu containing frequently used GUI apps (e.g. the "start menu"), a task bar, a clock, and a quick way to switch between virtual desktops. Easy
editing of the applications menu is also nice.

It's also important that apps play well together (all can use the sound system, the printing system, etc.) without a lot of tweaking, but I'm not really sure how much that has to do with the desktop environment, really.
