From what I can see, there are really two different questions you're asking:
1. Can my phone send and receive contact lists through Bluetooth? Or,
more technically put, does it support OBEX?
2. Does Linux have any facilities to process and edit this information?
The answer to 1 depends on your phone model and provider. CDMA
providers are infamous for disabling OBEX in their firmwares, although
this has been (slowly) changing.
The answer to 2 is "not really", unless something changed dramatically
when I wasn't looking. OpenSync is a great framework, but it's not in
a production-ready state.
