FWIW the city of Greenbelt runs Electronics recycling once a month,
and will accept pretty much everything on that list.

They claim it's only for greenbelt residents, but I've never been
asked to show ID when I've dropped off stuff.  They also claim you
need to make prior arrangements for 10+ items, but I've shown up with
a whole trunkfull of random old computer crap and they didn't have a
problem with it.
