I think you need an Android Dev Phone if you want to legally install custom images and such. In order to get the phone you first have to register as an Android Developer. But the devices look pretty crappy hardware-wise, and you would be buying without a plan so they would be expensive too. (http://en.wikipedia.org/wiki/Android_Dev_Phone)
