We host on our own internal git server (was gitolite, now Gitlab). The one
major issue with hosting the code with an outside service is making sure
someone in the department can always access it. If it is in Bitbucket and
your account gets suspended or you leave the department, it is possible to
end up with no one having access to the code. If you host it on campus,
that might be less of a concern.

You could ask DivIT if you can get on their Gitlab install (gitlab.umd.edu),
or set up a simple git server yourself. I know they have some of their own
Puppet modules in that system.
I believe DivIT also has some puppet modules in afs.
