Hi Narendran,

I think we need a combination of location and super peer based strategies. We 
assign each network a threshold, say "T", number of agents.
We first make swarms on the basis of location. Once a swarm has "T" number of 
agents, for that particular location, we start another swarm and so on.
How does that sound?
