OemPreinstall = Yes is set in Z:\lib\unattend.txt, which is read just before Z:\site\unattend.txt and Z:\site\config.pl. So, did you modify or remove Z:\lib\unattend.txt? For this, you will have to put a "local_admin_group = ..." setting into Z:\site\unattend.txt by hand.
