About the "fetch packages during install time":

+ Maximum bandwidth at install time.
+ Unpredictable install time.
+ The machine to be installed must have write permission to the server or each installed machine is pulling the stuff itself -- you will need some large and good www caching server.
+ you can trigger "prepare" via cron job every night.
