Strictly speaking, I believe we cannot distribute the binary without also offering the source code. (Not just a link to the source, but the actual source.) And 7za.exe is a good half-megabyte, twice the current contents of Z:\bin combined. And 7-zip is pretty useful... I would figure that the kind of people who use Emacs would be happy to use a free zip utility. So my inclination is to just have emacs.bat invoke 7-zip.bat first.
