As an extra data point here,  I upgraded from 4.6 to CVS trunk last week in
order to get driver support for the network adapter in a new batch of
computers.  Upon doing so, I ran into the infinite rebooting loop problem.
I eventually traced the problem down to the DOS boot image - it did not
contain support for the DOSEMU command EXITEMU, so doit.bat would skip past
the exit statement and loop continuously.

Being in reasonably far over my head at that point, I rolled DOSEMU and the
DOS boot image back to the versions included in the 4.6 release, and
everything has been working since then.
