I'll assume that this is under os/whateveros/i386/$oem$/$1 ?  I've had a
similar problem - it has to do with the windows installer, and how many
directories it likes to traverse.  I've found that I can only go 2
folders deeper than $1 - ie, I have a folder, dc8000 (separating by
hardware), subfolder nvidia

(install/os/winxpsp3/i386/$oem$/$1/dc8000/nvidia)

and that is as deep as I can go.  I just copied all the nvidia dll's
into that folder, it has no subfolders, and it fixed the problem.  When
I was having the problem, I also noticed that I could manually copy it
on the command line (although this was during the 4.5 / cvs days), but
the windows installer would fail.
