I found this that may be a more elegant solution for keeping the toolbar off. I'm going to give it a try one my next install.

Run PDFCreator-0_9_5_setup.exe with the switch /Saveinf=c:\PDFCreator.ini Go through the manual method of installing make sure that toolbar component is unselected. Once finished it will output the settings to the ini file you specified.
