What do you mean about "localization errors" ?
Please send us what is written on the screen.

It seems to be related to Windows "installed language support" (as you
reported).
I don't anything about Hungarian support; do you need something special for
its support under Windows ?

Could you try to launch (manually) the Office 2003 installation: does it
work ?

Then, Could you check your installation of Windows against informations here:

Especially the item "For Cause 1:"; here a copy of what is written:
  |1.  Click Start, click Run, type intl.cpl in the Open box, and then click 
OK. 
  |2.  Click the Languages tab. 
  |3.  Under Supplemental language support, click to select the following:

  |Install files for East Asian languages check box
  |Install files for complex script and right-to-left languages check box
  |
  |Click OK.
  |
  |4.  When you are prompted, insert the Windows Server 2003 CD into the
  |computer's CD drive or DVD drive. Or, specify the network location where the
  |files are located. 
  |5.  Click OK. 
  |6.  When you are prompted, restart the computer.

Once done, can you relaunch (manually) the Office 2003 installation.
Does it work now ?

What is this file "notips.pl" ? A copy of file
unattended/install/bin/winxpsp[23]-notips.pl ?
In such a case, you have to edit here and remove or comment the "exit 0;"
code at the beginning of it in order to make it works.
