[Unattended] Adding users

This might be a very simple question to answer, but I will ask it regardless.  I am having trouble fiding out how to add users in Windows XP by using the command line.  If you type "user" at the command prompt, it doesn't generate any errors.  This leads me to believe that "user" is a command, but I can't see it doing anything and I haven't found any documentation on it.  Any advice on this command or how to solve my problem would be appreciated.  Thanks
