I've done some further investigation and think I may have found the issue.
At the root of the C: drive is a folder $ that contains the contents of the
i386\$oem$ folder from the install share and there is no trace of the
drivers in C:\$WIN_NT$.~LS

Hi there all,
I'm trying to assemble a large farm of HP DL380 servers using unattended
2.7.
I'm getting a stop 0x7b (inaccesible boot device) after textmode setup. If
I press F6 when prompted (just before the BSOD) I can load the driver disk
and setup continues OK. This stop error tells me that the mass storage
drivers required are not being loaded.
I have copied the drivers to $oem$\textmode and also copied the drivers to
$oem$\$1\cp002876. $oem$\$1\cp002921 contains the Broadcom NIC drivers for
the server.
I've followed Q288344 and the unattend.txt file generated by install.pl
seems to be correct.
