What kinds of network cards have you tried? If the DHCP server is sending a response, then the most likely explanation is that the client is able to send packets but not to receive them. I have seen this happen when the IRQ is probed incorrectly. (DOS drivers rely on the card's interrupt to receive packets, not to send them.)
But it seems unlikely that this would happen with different brands of cards using different drivers. Or are you trying multiple cards using the same driver? You might also try the Linux boot disk.
