I tried it by setting HKU\.DEFAULT\Environment (and
HKLM\SYSTEM\CurrentControlSet\Control\Session Manager\Environment), but
failed. This key does not seem to be copied, or perhaps the temp variables
get specifically generated. I have put it into the logon script now. :-(

But be aware: Many programs seem to save an absolute path and do use
%USERPROFILE% only when creating/locating the profile initially; ergo,
when you have multiple "ProfilesDir"s (or multiple language versions of
Windows -- what a crap!) several programs don't find their configuration
data anymore or re-create the data outside the profile (or fail to do so)
etc.pp.
