Now I know I am not the first person with this problem but how do you get around the problem of the PC
booting continously from the network when PXE boot is selected as the first device in the 'Boot
Order' list.

When asked this question before, I mentioned that we use serial console to control all of our machines. However, this is in a datacenter (i.e. racked) setting. If you're talking about a lab setting, serial console probably isn't feasible.

Another possible alternative is that if you set the BIOS up to boot from the HDD initially, and there's nothing on the hard disk (i.e. no MBR, etc.) a smart BIOS will try to (or at least give you the option) to boot off the network, then once your first stage install is complete, it'll default back to the HDD.

Mike
