Hello Stefan,
to set the keyboard layout to German you could modify the bootdisk
image (e.g. undis3c.imz) which sits in the tftpdroot on your
server.  You would open this image (with WinImage for example) and
edit the autoexec.bat file there adding the line
---code-----------------
:: german keyboard
kbd-ea,kbd-ea2.sys
---code-----------------
You also would need to have kbd-ea2.sys within your bootdisk image to
make this line in autoexec.bat working.
