For this version, you won't need Cygwin installed but ActivePerl.

Even if you don't want to install any software packages, you should put activeperl-5.8.4.810-mswin32-x86.msi into your \\server\install\packages dir. Working download location:
http://downloads.activestate.com/ActivePerl/Windows/5.8/ActivePerl-5.8.4.810-MSWin32-x86.msi
