I have a script winxpsp2-moe.bat (moe is us) that I call as a middle_scripts. In that bat file among other things, is:
net user /add somelocaluser somelocaluserpassword /expires:never
If you're using the sample-config.pl as given in the 4.6 download, then you can also do as I do, and enter this into your unattended.csv file:
"somecomputername","middle_scripts","winxpsp2-moe.bat"
Or you can just hard code the middle_scripts entry in unattended.txt
