I use setacl http://setacl.sourceforge.net/
How to allow to change power settings for example:
todo.pl "%Z%\bin\SetACL.exe -on
\"hklm\software\Microsoft\Windows\CurrentVersion\Controls Folder\PowerCfg\"
-ot reg -actn ace -ace n:Benutzer;p:full;m:grant"
