I have noticed that too. Automatic update DOES seem to indicate that the Windows Installer 3.1 should be installed, but it only lists it AFTER you have already installed all the previous updates.

On Windows 2000, there is also a bunch of other windows updates that are only available AFTER the windows installer 3.1 is installed. Weird.

Has windows installer 3.1 or the genuine tool been added to any of the update scripts in the CVS?  I don't see it anywhere.  After installing windows and hitting the update site those are the first two things that it wants installed before it will pick up the latest security fixes.  Unfortunately the automatic update won't grab those two for some reason.
