I used Win2000 and WinXP, too.
For hotfixes, I use HFSLIP[1], that's a tool that I can even integrate 
IE6 and DX 9.0c into Win2000 with, using this[2] manual.
For drivers, I used DriverPacks and DriverPacks BASE[3], integrated all 
the DriverPacks on that site (the machines are quite diverse). I used 
English versions of Windows, the hotfixes were grabbed from the relevant 
versions of AutoPatcher[4]. Note that the resultant Windows 'install 
set' is far from perfect, it seems to fail recognizing most video 
drivers and (especially onboard) sound drivers properly, but it 
recognizes chipset drivers and NIC drivers which make one's job very 
easy. I ran AutoPatcher afterwards, because it contains useful tweaks 
and some additional components (java, flashplayer etc.) that make a 
Windows installation complete.
