You can supply sane defaults for the Windows Firewall for XP & 2003 by
modifying the netfw.inf file in your installation sources. See

(specifically,
the "Windows Firewall Automated Installation Tools and Settings" topic).
Remember that you'll need to use compress/expand on the netfw.in_ file in
the installation sources, though.

This approach is better than doing any post-install stuff, simply because
running "netsh firewall reset" will pick up your customizations this way.
Doing post-install additions/removals/changes, and then later running "netsh
firewall reset" will destroy those changes...

I've done this with a decent amount of success here.
