What about creating a menu on the tftp server?

You can have the tftp server load a menu, as opposed to immediately 
launching the windows install.  At my university, we use the tftp boot 
menu to select between different Linux and Windows installations.

It's what I used to setup our menu.

To me, this seems like a better solution than hacking the config.pl file.
