This behaviour could also just be a result of using a virtual PC; this could 
just be a performance issue. If you're using 'full' virtualization (e.g. VMware 
server), there will always be some problems with timing and performance. If you 
can switch to hardware virtualization (e.g. XenServer or Xen in RHEL/CentOS 
running on an Intel or AMD chip with paravirtualization support, these problems 
should cease.

In short, you should try this on a real PC to eliminate virtualization :)

I had the same problem and it turn out to be a problem with the network 
driver. That network card was a sis191. Have you try with a diferent 
windows box?
