boot using linuxboot.
Create the main partition "C:"
copy win98 folder.
Execute setup.exe msbatch.inf under dosemu.

Well, I guess that many. I would suggest to start on another console 
crtl+alt+f2 and execute scripts like z:\bin\copywin98.bat
