The main piece that I picked up there and with additional looking is that 
additional certificates are part of the firefox profile which 
is part of the user profile in Windows.  The built-in certificates seem to be 
compiles into the executable and are written out when a 
user profile is created.

So, no windows users, as is the case when setting up a new machine, means no 
place to put the certificates.

That link is helpful since it does show how this could be done in a login 
script.  So, these certificates could be added at that time.  
Unfortunately, I could only find links to the source and not compile binaries 
for the referenced tools.
