unbound uses ngctp2 [1] project, which in turn depends on some crypto library delivering QUIC support. Because I haven't seen Windows mentioned in README at all, it maybe is not simple to compile on Windows. It can use different libraries, maybe some of them works on Windows in recent enough version.

I would say probably no-one has pushed enough to make it simple to compile. You can be the first :)

If you are sure QUIC enabled dependencies can work on windows, then it would be fixable. I am not sure.
