AFAIU, it depends on the Emoji. The sequence of Emoji+VS16 should take the same width as the Emoji itself. The Unicode file EastAsianWidth.txt gives the width of each character; you will see there that some Emoji are full-width characters (take 2 columns) while others are half-width (take 1 column). The Variation Selector doesn't (or shouldn't) change that.
