Yes. It's at https://www.unicode.org/policies/stability_policy.html, under the heading "Normalization Stability". It's written in a result-oriented way, but it essentially means that if a text can already be expressed in decomposed form, no new precompositions will be added.

That doesn't mean that it's not possible to add new precompositions and decompositions at the same time, e.g. for a new script (see my next mail for an example).
