In short, you can't. However, you can find a roadmap at http://www.egt.ie/standards/iso10646/ucs-roadmap.html, in which are tentative plans for the allocation of blocks for the non-BMP character ranges. This is, of course, not final and should in no way be construed as being definitive.

Some of the individual ranges themselves are documented on the Unicode site at http://www.unicode.org/unicode/alloc/Pipeline.html. Try a web search for others.
